Overview

The Information Operations (IO) Planner serves as a Subject Matter Expert (SME) for Information Operations doctrine and policy support. Provides SME-level Information Operations planning, coordination and execution oversight. Employs operational experience working with a broad range of Information Related Capabilities (IRCs), including: electronic warfare (EW), Computer Network Operations (CNO), military information support operations (MISO), military deception (MILDEC), and Operational Security (OPSEC). Assists customer in planning support of COCOM level OPLANS, OPORDS and CONPLANS

Responsibilities

  • Develop policies and guidance for all Information-Related Capabilities (IRC): Military Information Support Operations (MISO), Military Deception (MILDEC), Computer Network Operations (CYBER), Electronic Warfare (EW), and Operational Security (OPSEC)
  • Provide on-site expertise on the development and synchronization of Information Operations (IO) // Military Information Support Operations (MISO) plans, programs, Concepts of Operation (CONOPS), activities and orders
  • Coordinate with appropriate USCENTCOM directorates to align planning efforts of designated planning activities.
  • Provide support to planning actions to address IO unique problems, assist with developing and presenting ideas and solutions that support creative and alternative business methods and practices
  • Develop IO plans and programs to provide strategic, trans-regional, and operational support to the customers area of responsibility (AOR)
  • Provide senior support on staff responsibilities related to the development of IO strategies and initiatives.  Develop Plan objectives, primary themes and messages to support current and future operations.
  • Identify information requirements needed for analysis and course of action development and provide IO inputs and recommendations to concepts of operation (CONOPS), briefs, and papers 
  • Ability to track key themes and messages from US Government and DOD leaders to keep CONPLAN and OPLAN IO / MISO synchronized with USCENTCOM, DOD and US Government strategic communications efforts.
  • Provide expertise on methodologies and processes for unifying Information Operations // MISO efforts between USCENTCOM and subordinate commands.
  • Provide expertise on the oversight of the information environment, assist in coordinating, synchronizing, and integrating supporting communication capabilities with Information Operations planning, operations and assessment.
  • Develop and deliver, as required, effective oral and written presentations, to include briefs to senior leaders, on topics within the scope of the contract 

Qualifications

  • Five or more years' experience as a service or Joint IO Planner
  • Excellent communication skills, written and verbal 
  • Former FA30 (Army Information Operations Officer), Marine Corps Information Operations Command (MCIOC), or Navy Information Operations Command (NIOC) planner
  • USCENTCOM/USSOCOM or other combatant command experience 
  • Experience interpreting and implementing doctrine, policy, US Code, directives, and national level strategies to develop information campaigns. 
  • Experience in strategy development and review, coordinating and conducting planning with Joint Staff and Department of State communication planners to develop planning efforts to incorporate / support "whole of government" approach to communication.
  • Ability to lead, coach and mentor team of Information Related Capabilities (IRC) Planners to execute planning efforts, meet client needs and requirements and develop internal process for deliverables to client
  • Military Experience in MISO or Information Operations
  • Ability to work independently and develop concepts and produce products of such quality as to be immediately ready for senior review and approval
  • Ability to plan, organize and direct team study work

  • Organize and properly prioritize work assignments and function well in an environment that requires constant multi-tasking
  • Strong critical thinking and analytical skills; familiarity with full range of intelligence disciplines
  • Ability to work within a flexible team environment with excellent interpersonal skills, including the ability to deal with all levels of project support staff and stakeholders
  • Demonstrated ability to communicate effectively, both orally and written, as well as establish and maintain a strong customer focused working relationship
  • BA Degree
  • JPME I graduate
  • Active TS/SCI Clearance

Desired Qualifications

  • Graduate of an Intermediate Level Education Course, Joint Professional Military Education Course Level 2, Senior Professional Military Education Course, or equivalent
  • School of Advanced Military Studies (SAMS) graduate.
  • Completed one Joint Staff, or multi-national assignment 
  • Current or previous support to the USCENTCOM AOR
