Vistra has an immediate opening for a Senior Defense Analyst located at MacDill Airforce Base, Tampa - FL. 


Assist in contingency and crisis-action planning; policy and strategy development, review and analysis; planner support to ongoing operations; assess the effectiveness of the execution of the TCP; Map Based Planning and COA Analysis Tool (MAPCAT), and coordinating planning activities with other COCOMs, the Joint Staff, the DoD, and other agencies to include coalition partners.


The ideal candidate must have COCOM experience with the requirements and products of the Adaptive Planning Process and Joint Operation Planning and Execution System (JOPES) to include the creation of Force Flow Time-Phased Force and Deployment Data (TPFDD) for strategic and operational level plans.


Core duties and responsibilities include the following. Other duties may be assigned. 


  • Assist in the development of special operations plans, war on terror plans, and support to the Joint Staff for the Support to the Strategic Analysis (SSA) program. 
  • Inform the development of future adaptive planning guidance, processes, and products, and utilize those products in the development and maintenance of all USCENTCOM functional plans, contingency plans and operational plans. 
  • Contingency, Crisis-Action, and Special Planning:  conduct analysis to support the writing, coordinating, and maintaining of CENTCOM contingency, crisis-action, and special plans, and shall support the development of the initial concept, coordinate key planning issues for senior leadership review and decision.
  • Coordinates and synchronizes USCENTCOM activities with Department of Defense and interagency actions towards a specific region in the USCENTCOM Area of Responsibility in order to shape the environment in support of USCENTCOM military objectives and United States Government (USG) strategic objectives. 
  • Review courses of action presented by the individual services and service component commands, DoD agencies, and military organizations in the CENTCOM AOR; review draft campaign plans and supporting operational plans and provide an assessment of the adequacy, acceptability, and feasibility of those plans.
  • Develop an iterative process and methodology that will provide a clear strategic assessment of the Theater Campaign Plan (TCP) that is synchronized by the CENTCOM Campaign Assessment Board. 
  • Attend the Joint Staff and OSD sponsored conferences supporting the Joint Staff Support to the Strategic Analysis (SSA) program as appropriate in support of CENTCOM interests, and shall develop, coordinate, and support the USCENTCOM position at these conferences and during staffing of follow on products.
  • Review the proper coordination of FOIAs and MDRs according to legal standards set by the various laws governing the processing, declassification, and release of information from designated CENTCOM files.    
  • Assist in the preparation of the Long Range Planning Element of the battle staff for the annual INTERNAL LOOK exercise.
  •  May require the contractor to deploy OCONUS on a short-term basis.

  • Experience working on a team with senior military and DoD civilian personnel while conducting the contingency planning process.
  • Recent experience with USCENTCOM plans; recent is defined as significant experience and no older than three (3) years.
  • Combatant Command, Joint Staff experience 3+ years
  • USCENTCOM Staff / USCENTCOM AOR Experience 3+ years
  • One or more tours as a strategic planner at a Combatant Command 3+ years
  • Adaptive Planning and Execution Process experience
  • Joint Operation Planning and Execution System (JOPES) Experience
  • SAMS / JAWS / SAWS military education
  • JPME II (Desired) 
  • Requires an Active TS/SCI Security Clearance
