Overview

Vistra Communications has an immediate opening for a Program Site Lead to support our team at USCentcom - Joint cyber Center (JCC). 

 

Provide effective and responsive assistance to the JCC in the areas of development of operational planning, coordination and integration and execution. Develop, and direct the work of others in, the completion of required plans, programs, studies, documents, and reports. Provide expertise on strategic / operational planning, act as Subject Matter Expert on planning, and GCC and interagency coordination. Gain / maintain knowledge of cyber specific functions, e.g., Operations-Cyber Security, Cyber Defense, Cyber Defense-Response actions, Counter Cyber Operations, Offensive Cyber Operations, Counter Cyber Intelligence, Insider Threat, Cyber Intelligence Surveillance and Reconnaissance, Operational Preparation of the Environment, Strategic Planning and administrative services; providing services in the form of support to preparation of plans, policies, orders, indications and warnings, analysis, targets, battle damage assessments, and fires coordination, de-confliction and execution. Support company administrative and operational requirements via development of reports, briefings and recommendations on program status, personnel assessments, and client management. 

 

Top Secret Security Clearance Requried. 

Responsibilities

  • Manage a US team of cyber planners responsible for developing operational plans and assessments; provide team with technical guidance;
  • Provide oversight and direction in the management of the cyber planning capability as a whole;
  • Participate in mission analysis activities to ensure measurable and achievable end states, objectives, desired effects, and tasks are developed and support Operational Planning Teams (OPTs), Crisis Action Teams (CATs), and other assigned boards, bureaus, centers, cells and working groups (B2C2WG);
  • Coach, teach, and mentor members of the USCENTCOM staff on cyber planning and best practices; educate, train, assist and guide staff members during the planning processes and support the planning and execution of exercises to reinforce staff training and proficiency.
  • Provide technical expertise to assist in implementing USCENTCOM sponsored Cyber initiatives which improve DOD-wide Joint and Service cyber capabilities and doctrine.
  • Oversee Cyber Planning Operations teams to deliver effective planning services.
  • Coordinate support and planning efforts with other operational teams and CENTCOM Staff directorates in cyber planning
  • Provide support during routine and crisis events
  • Onboard, Mentor and train new personnel
  • Execute other duties as assigned. 

Qualifications

Knowledge and Skills Requirements:

  • Position Requires a Bachelor degree and 6 years of military analyst / planning experience.
  • Experience working Combatant Command military projects.
  • Must have a TOP SECRET clearance with ability to obtain an SCI access.
  • Understanding of DOD planning processes
  • Excellent leadership and teaming skills
  • Good communication, and technical and general writing skills
  • Excellent ability at building relationships with other organizational groups

Education:

  • Degree in Technical area, e.g., Computer Science, Information Systems, Engineering or equivalent work experience (desired)
  • Military education / training in planning and cyber operations

Experience:

  • 6+ years’ Combatant Command experience
  • Previous on-site leadership / management experience
