    Vistra is seeking a Federal Program Capture Manager to join our team who has prior federal government experience. The Federal Program Manager is a member of a team working to obtain and manage federal government contracts.  Responsible for managing assigned federal programs, client interface and contract deliverables. Responsible for leading all phases of the company’s proposal process in response to assigned U.S. government requests for proposals (RFPs). 

     

    The Federal Program Manager position is located at Vistra’s Corporate Headquarters. 

    Responsibilities

    Program Management:

    • Supports Vistra’ s work in building relationships with federal government officials and in identifying and advancing projects and initiatives that build the effectiveness and efficiency
    • Supervises fulfillment of government contracts per requirements, regulations, policies, and special conditions
    • Monitors team member performance on contracts and communicates with leadership and human resources for recommendations on performance, discipline and termination of employment. 
    • Represents Vistra in the government sector and with government business partnerships.
    • Updates and maintains Customer Relationship Management (CRM) information at program and enterprise levels
    • Plays an active role in staffing contracts 
    • Monitors contract funding to identify possible overruns
    • Manage subcontractor relationships
    • Ensures timely delivery of all required contract deliverables.

    Proposal Focus:

    • Manages and/or creates proposals for RFQ, RFP, RFI and Sources Sought opportunities.
    • Performs, plans, coordinates and oversees writing assignments, production and submission of complex government proposals ensuring all timelines are met.
    • Coordinates proposal efforts with the technical division, contracting, contractors, subcontractors, accounting and human resources
    • Coordinates with Contracts Manager to ensure proposals follow the FAR and proposal request
    • Coordinates with Contracts Manager to ensure execution of non-disclosure agreements (NDAs), terms and conditions, and modification requests and Teaming Agreements (TA’s)
    • Develops strategies for negotiation in alignment with company objectives
    • Stays abreast of new laws and proposed legislation, and interprets the potential impact on current and future contracts
    • Prepares executive-level project briefings and reports
    • Proactively identify new business opportunities in the Federal segment by researching ongoing trends and request for proposal (RFP) databases
    • Perform market research to identify new business opportunities in the Federal market, including analysis of customer budget, capabilities required, current customer preferences, competitive environment assessments, and incumbent strengths and weaknesses
    • Perform gap analyses of Vistra’ s capabilities against customer requirements
    • Lead meetings with customers (internal and external), clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices
    • Lead program development and execution and provide detailed reports on activities to Operations senior staff, Division Managers, and Program Managers
    • Interact routinely with all levels of management, infrastructure POCs, staff, and customers, and follow through on tasking
    • Briefs capture status to senior management at specified milestones in the capture process
    • Conduct after action reviews to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions
    • Brief segment and corporate leadership in the bid review process, execute action item outputs and maintain accountability for bid delivery
    • Occasional travel maybe required

    Qualifications

    • A working knowledge of government and military contracts, GSA and FAR is required.
    • A working knowledge of Shipley proposal processes with documented proposal management success - Preferred 
    • The skill to independently define, schedule, and manage the proposal preparation process, including the ability to understand and analyze the details of an RFP is a must.
    • Must have strong briefing and writing skills and be comfortable delivering finished work to wide audiences that often include high ranking customers and senior leadership.
    • Outstanding communication skills (written and oral); including a strong working knowledge of Microsoft Office Suite is a necessity
    • Exceptional facilitation and organization skills are required.
    • The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the key to success in this role.

    EDUCATION AND/OR EXPERIENCE:    

    • Bachelor’s degree from an accredited college or university required in Business, Government, Communications, Public Policy or related field.
    • At least five (5) years of experience within the federal government, preferably in Federal Business Development environment with demonstrated knowledge of and experience with Federal government agencies required.
    • At least five (5) years of experience in Business Development, Proposal or Capture management and program management preferred.
