    • Serve as SMEs on Terms of Reference (TOR), and TOR Concurrence (TORCON) issues; Human Rights Vetting (HRV); science, technology, Cyber, and Internet developments; and other support of one or more assigned regions. In addition, personnel shall provide technical and operational guidance to deployed elements, and oversee the ongoing specific fusion cell regional plans and activities.
    • Submit the SOCSOUTH Monthly Notifications and Request for Acknowledgement to SOUTHCOM to be forwarded to the Joint Chief of Staff for DEPORD acknowledgement 30 days before each deployment. Responsible to stay current on all CNT/JCET/TRMP/CMSE missions scheduled for the FY. 
    • Support in the coordination, planning, and execution of SOCSOUTH/USSOUTHCOM annual SOF Deployment Conference. This includes (but not limited to) all of the message traffic before and after the conference.
    • Provide assistance, as requested, in the development of Long Term plans, finalize and implement for supporting future Operations.
    • Establish an effective liaison and provide interface between various intelligence and law enforcement organizations and theater components/organizations supporting SOCSOUTH as required.
    • Provide advice to SOCSOUTH staff relative to Special Operations plans and capabilities as directed by the J3.
    • Responsible for reviewing the execution of all SOF CNT missions in USSOUTHCOM AOR. Facilitate operational and tactical requirements in support of U.S Inter-agency, Law Enforcement and partner nation counter drug units. Articulated Theater Campaign Plans (TCP), and SOCSOUTH’s campaign support plan’s objectives and guidance prior and during CNT deployment missions to deployed personnel to achieve and further USSOUTHOCOM’s IMOs and LOEs. Coordinate and provide recommendations on force allocation of U.S. Special Operations Forces (SOF) under appropriate authorities to meet operational and strategic objectives.
    • Coordinate with force providers and higher HQs (USSOCOM and USSOUTHCOM) to ensure timely submission of requests for forces or support (RFF/RFS) for emerging and persistent requirements while enforcing Global Force Management (GFM) time-line.
    • Implement systematic/quantitative methodologies to assess, direct and synchronize near and long range plans of USSOF CNT engagements. Leverage these results into actionable alternatives to evaluate progress and priorities of joint efforts with partner nation counter drug/counter terrorism units. Provided knowledgeable feedback and facilitated interaction between SOCSOUTH staff, country team, and partner nation to gather data required for RFS/RFF of personnel and ISR platform in support of USSOUTHCOM and partner nation’s CNT objectives.


    • Shall possess ten (10) years of SOCSOUTH and or SOUTHCOM experience. 
    • Shall be trained/certified in the utilization of the Global Force Management System.
    • Shall possess a current SECRET security clearance
    • Must be able to proficiently read, write, and speak English and write in proper, formal English grammar and sentence structure, in order to complete the research and written assignments associated with this contract.
    • Must meet at minimum Level 5 – “Advanced Proficient” based on the English Language Proficient Assessment (ELPA) or equivalent testing measure.
