    Vistra Communications has an opening for a Counter Narcotics Analyst for a proposed effort in the Pentagon, Arlington, VA. 

     

    Personnel supporting this effort shall  provide a program and policy support for variety of tasks to assist with strategic-level analysis to inform U.S. Government (USG) decision-making. Must possess the ability to communicate effectively with senior management, to include general and flag officers and members of the Senior Executive Service (SES) within DoD, and in other USG agencies (and/or equivalent industry levels) regarding highly technical issues related to national security.   

     

    Security Clearance Required: TS/SCI  

    Responsibilities

    • Provide advice and assistance to USG personnel on matters related to performance measurement and management policies. Conduct analyses and assessments on the impact of new or revised USG polices and guidance as expressed in strategic documents, budget justification materials, and other issuances that may impact program investments funded by DoD CD/CTOC
    • Analyze the alignment of DoD and CN&GT strategic goals and objectives with proposed CCMD, Military Service, and Defense Agency initiatives to counter global drug trafficking and other illicit threat network
    • Provide analyses of National Drug Control Program strategic plans, priorities, and Advise and assist USG personnel in drafting complementary DoD performance plans, goals/objectives, management indicators, evaluation criteria, and reports.

    Qualifications

    • Comprehensive understanding of performance measurement concepts and principles used to inform USG decision making related to current and projected operational requirements, objectives, and capabilities of the OSD, Joint Staff, CCMDs, Military Departments, Defense Agencies, and other USG
    • Knowledge and experience in applying performance concepts and principles to develop performance criteria, draft implementation guidance, and identify opportunities for USG program investment based on projected return on investment (ROI)
    • Shall possess a master’s degree from an accredited college/university in a field of study relevant to the expertise commensurate with each position as
    • Shall possess ten (10) years’ experience providing services to senior general/flag officer ranks and/or SES levels within the DOD, other government agencies, or industry corporate
    • Shall demonstrate prior experience and capabilities for the successful execution of tasks associated with specific duty positions/focus areas (e.g., legislative, budget, ).
    • Shall possess exceptional oral and written communication skills, and the ability to translate highly technical information into plain language for effective communication with DoD and other USG staff in the performance of all duties, tasks and services.
    • May requrie travel both CONUS & OCONUS
